is there any way (other than just mailing the form to IRS and wait for 7 weeks for answer) to e-file W-7 for a dependent who is eligible for SSN (parents - alien residents with green card), but his parents haven't obtain it yet (neither TIN) within e-filing tax return (in order to be qualified for child tax credit)?
