If you did the input, then it will be attached. I have only every done a few. I have no current knowledge.
Before e-filing you can in the client screen select E-File > E-file support tools > View e-file you will then be able to see, line by line, exactly what is to be sent.
Deciphering it is another issue, but give it a try. Preparers are smart, they can read anything! (Right?)
I file a number of Oregon MET & MC forms in Lacerte. The transmission summary says it sends the federal return information to MET & MC, but not the Oregon Form 40 series. Lacerte provides a critical diagnostic that says you need to attach a pdf of the OR40 series form as a manual pdf in Screen 4.4 e-file attachments.
I print or extract the actual Form 40, 40N or 40P to a pdf and I do attach it manually in Screen 4.4 - click the bubble "No" under "Send PDF attachment with federal return" and under the Oregon Information lines, click the box(es) for attaching to the appropriate local returns.
I have been doing this for the past couple of years since Lacerte programmed e-file the local returns and I have not had any issue with City of Portland requesting forms when processing the local returns.
I attended a cpe session given by a City of Portland representative and he said the City does eventually get the Oregon taxable income data from Oregon Department of Revenue, but it comes way late in the year, so they need a copy of the OR40 series to verify the Oregon taxable income, which is the starting point of the local tax base.
