We have a client whom we invited to the intuit link portal and when she is creating the account putting her UK cell number, the portal doesn't accept it. What can the client do to create the account? Our client is not in the US and living in UK.

I'd bet one of Phoebe's shiny nickels that Intuit Link is not designed to accept a foreign phone number.
Some parts of their other software won't.
So my suggestion for you is - Plan B.
