Is anyone having a problem that all of the states for an individual did not proforma to the 2021 software?

I haven't gone through all of them yet but some random states on a couple of individuals are not showing up in the list for that individual for 2021 even though the 2020 return was not a final return for that state.

I would delete any 2021 client that you have not yet worked on and do the proforma from 2020 again. There were multiple issues with doing the proforma too soon.

I haven't really worked on any clients substantially yet.  If I just re-Proforma  all clients will it overwrite the initial Proforma files?

You will get a warning from the 2020 proforma. If you have done any work on a 2021, I would do a backup - then restore after the new proforma.
