I've gone through the steps that always worked in the past. But no REP Access is happening. What am I doing wrong?
Generally just going to the Forms view is enough to trigger the REP window.

What kind of message are you getting?
I have the very same issue. Trying to make my REP payment and the payment link takes me to a training page. No payment options provided.
