Estimated payments during shutdown

Every year from late-Nov to mid-Jan the IRS and various states/cities shut down for annual maintenance.  As such, I cannot transmit estimated payments through Lacerte (on the 1040 side) or they will get rejected (in my example I am talking about NYS and NYC-UBT).  In the past I have been able to transmit in December for Q4 estimated payments for business entities (LLC's and s-corps).   This year I transmitted payments for two entity clients, they are hung up in my Lacerte status where they show "Received at Lacerte" but nothing further.  Since the agencies are allegedly reopening on January 15th (last date to submit an estimated payment for 2024), will these estimated payments go through on the 15th?  (or even if they do not, will the client get credit for transmitting/paying on time if I submitted them on time a week ago)
