No FIT should have been withheld, so you won't need an EIN but you may like to check the box for Foreign Employer Pension.
As you may be aware, there are treaty implications, depending on whether your client is a US citizen residing in Germany. In addition, you may like to pay special attention to the cost basis as Article 18/18A has changed over the years with the different protocols.
