Can I efile ONLY the Federal 1040? And then efile the State return after? Trying to avoid having the State take my State Tax Due out of my account before the IRS gives me a refund for overpaid Federal Income Tax.

Then I'd opt for going the really old fashioned way and MAIL the state payment.
NO one can gaurantee <w> that the Fed refund will appear, or when.
I don't speak "Alabama"; I would ass-u-me you could call & cancel the withdrawal IF there's an issue.

And I think you can schedule the state withdrawal date for anytime up to 4.15.20
At least in Lacerte you can; IS that what you are using?
Alabama is the state. Using Lacerte. I know I can schedule 4-15-20 as the withdrawel date, but wanted to be sure I can control getting the IRS refund BEFORE the state withdraws.
