A client has a large Federal refund and doesn't want to wait for Illinois to decide how to handle the unemployment issue. Can I add Illinois later if I file the Federal now?

Yes https://proconnect.intuit.com/community/individual/help/ef-atlas-federal-state-ef-method-standalone-... shows Illinois as stand alone.
