1098-T Forms Offsetting Future Income for Medical Residency?

I have a client that is telling me that in Canada the expenses you paid for tuition (total of all 1098-T forms) can be used to offset your future income in your residency.  He is asking if the USA has the same deal.  I have never heard of this being applicable here in the US.  Has anyone heard any different?

There are a myriad of programs that offer loan forgiveness and/or repayment to doctors and other healthcare workers.
