100 % S Corp owner sells all shares is form 8594 required ?

Does an S Corp owner who owns  100% share and sells all in  2019 have to file form 8594 with his short year return ?

No. That form is only used for asset sales, or stock sales treated as asset sales. Unless the stock sale terminates the S election there is no short year return.
