The following diagnostic is generating:

PDF Attachment # {PrefixNum} : PDF file is missing. Please attach the desired PDF.

Same issue arose in hosted environment. I could view the PDF but not get rid of the diagnostic.  15 minutes later I had an idea to close the return and enter it again.

Solved:  Delete the PDFs then close the return.
