The Texas resident taxpayer has a non resident New Mexico loss, but has federal income. The critical diagnostic says "For efile purposes, New Mexico PIT-B, Line11, Total, columns 1 and 2 must be greater than zero when PIT-1, line 18, New Mexico tax includes a "B" in line 18a.  It says that the return may need to be filed on paper.
