The Sales and Use Tax Amount on Line 35 must be greater than zero when the No Sales and Use Tax Due Indicator is not marked.
Solution:
On Detail screen 54.171 for Virginia in the Consumer Use Tax, Out-of-state Purchases section cannot have any amounts applied while the check box for 'No out if state purchases made' is checked. Either remove the check mark or the amounts.
