The following diagnostic is generating:
California Electronic Payment: A valid phone number is required and "Daytime Telephone #" must be selected when paying electronically. The "Daytime Telephone Number" may NOT be set to "Suppress." To change the setting to "Print" go to Settings, Options, Tax Return, Federal Tax Options section. Also verify that there are no suppression overrides entered on the Miscellaneous Information/Direct Deposit screen.
