Solution:
Critical but not a e-file diagnostic. Preparer does NEED to attach the referenced form but the diagnostic will not clear as of 2016 Lacerte since Nebraska attach option just has them type in Form, line and instruction reference and does not directly link the Form to a specific part of the return like some other attachments.
