Depends on who he was having prepare his return.  If he was preparing it himself or if his brother's neighbor's sister's kid was doing the return because he bought a copy of Turrrdddotax and wanted some extra funny money, any price of a professional tax preparer might need the wife's approval -------- no matter how reasonable you think it is.
