I apologize I am out of office today (Intuit_Kallana), but saw that you responded so responding from my personal account to you.  The pay by refund error is due to one of the required Pay by Refund forms not yet being released in the program.  That error will still allow you to efile as it is only a critical blocking diagnostic not an e-file blocking diagnostic.  In regards to New Jersey returns, there is a delay in processing those returns and they are not currently available for efiling.  You can check availability for state efiling for by type of return here and this page will update when New Jersey becomes available: ProConnect E-file Agency Approvals .
