This one was resolved!
The problem was the PTIN. Because the system automatically populated the PTIN after I entered my info, I thought the system remembered me. I didn't check if that was correct. With Kathi's message, I paid attention to it and saw the PTIN was incorrect. After I corrected it, I could register.

I think I now recall encountering this problem. When you get to this stage and click Yes - IRS CE credit it presents
Notice that it has P12345678. Of course you enter your PTIN 93685877 and you get to where you were. Seems reasonable to enter the NUMBER since it asked for the NUMBER. It should have a bit more information when you hit the black circled ?
It should add - BE SURE TO ALSO ENTER THE P at the beginning of your PTIN number.
