I wouldn't be surprised if that advice came from someone they hired last week, to replace someone with 20 years' experience they laid off in April. Do you even have enough information to prepare a 2015 return? Why is this matter just showing up now, nearly 10 years later? You may very well need something that shows actual tax owed, but the real issue is where are you going to send it to prevent liens and levies while it's being reviewed?
