For anyone else who is running into this error, I reached out to ProConnect, and after a long phone call, I found out that this is a known issue since the middle of March 2025.  They have created a patch to fix the issue, but as of today 4.1.25 there is no date to release that patch to update.  So, anyone filing an Ohio return, double check the nonresident credit and if it is incorrect based on the four decimal place calculation, do not e-file or it will get rejected.
