Hello,

I had the same issue.  Spent a few hours searching for a solution.  I found a work around it, because my client is military Home of Record NY, and I know this rule does not apply to him.  I clicked the  Ignore box to the right beside the diagnostic,  then check the E-Filing tab and I had a green checkmark: which means this diagnostic will not stop me for e-filing.
