Don't think you can do it at this time.  Custom client letter is a new feature in ProConnect Tax.

The structure of ProConnect Tax's custom client letter mirrors exactly that of Lacerte (which is the engine under the hood).  In Lacerte, there is a State section that contains each state's client letter, which users can customize, but this is missing in ProConnect Tax.

Give it time and ProConnect Tax may catch up.
