Taxpayer's return was rejected today because "The Dependent/Qualifying Person Identity Protection Personal Identification Number (IP PIN) provided on the return is not valid." No IP PIN was input for the dependent. The client found she received an IRS notice that the dependent would be issued an IP PIN in December or January, but said she did not get  a letter assigning her minor child an IP PIN. The IRS is not taking phone calls today because their offices are closed for the holiday today. This client has not created an account to IRS online services. Does anyone know if the client can get the minor child's IP PIN if the client creates an account for herself?
