make sure the spouse checkbox is checked on the spouse's W2 entry, and the spouse's VA entries should have VA selected in the dropdown.  The primary tax payer's entries should have their state selected on each entry instead of VA.  

I assume they are not residents of VA?  ensure that the non-resident portions of the return are complete as well, showing that they are filing for certain states as non residents.
