If you are planning to e-file the return, the IRS will get the complete set.  So, yes.

If you file on paper, you may be able to get away with just including the forms and schedules that were changed but the IRS is not as clear about that in the instructions as in the past.

In any case, I would replicate the entire return (and price that in).

Even for forms and schedules that don't affect the rest of the return, the only way to get the amended return done in programs like ProConnect Tax is to prepare the full return.  Otherwise, you're looking at manually preparing the 1040X plus the affected forms/schedules on a form filling software like IntelliForms and filing these on paper.
