I read since the taxpayer is not considered a resident of DC state, then the taxpayer is not subject to DC income tax.

DC cannot tax nonresidents, per Congress.
It can and does tax unincorporated businesses. This includes rental property.
What do you have that you are trying to file a DC return?

Hi there,
It sounds like you're getting this payload error because a DC nonresident without a business won't generate any DC returns. To e-file their federal (and any other states), just un-check the boxes on the File Return screen for "Dist of Columbia" and/or "Dist of Columbia UBT".
