I must admit that opening Link from PTO is now a hit or miss affair, ever since the integration (for the worse) this year, although I never encountered a problem like yours.  Whenever I have problem accessing Link with Chrome, I'd switch to another browser instead.  Not ideal but that's the only workaround for now.

Having said that, you should still bring this up with technical support via Chat when they reopen tomorrow so that they can look into this in more details.
