Can you override California Short Coverage Gap code C? There are two gaps, and is automatically selecting Code C for both gaps, but FTB 3853 instructions does allow it

It appears that the system is automatically applying incorrect code C to second gap, and the California does not allow this. The code C must be applied to first gap.
