Puerto Rico requires those that prepare Puerto Rico income tax returns to be licensed in Puerto Rico, so no you can't.
Even if you were, I don't think the software has the Puerto Rico returns.

Yes you can prepare federal 1040 and 1040NR.
I thought you were asking about Puerto Rico tax returns.

SO EVEN IF THEY ARE LIVING IN PUERTO RICO, I CAN DO THE FEDERAL TAX RIGHT, I HAVE PEOPLE THERE ASKING ME THATS WHY.

If they are filing 1040, yes.
If they have to pay tax to Puerto Rico you cannot file those returns.
