the 1127 is a bit of an orphan... 

You activate it on the federal info worksheet.  'Select State & City Return'  when you scroll down you'll pick New York  and the NY City, UBT, or 1127

After you complete the NY individual return you select New York City individual and you'll find the UBT and 1127
