If you scroll down the 1099R worksheet to the disaster section, it tells you the program isnt updated for the Covid 3 year spread yet.

IRS hasnt finalized the Form 8915E yet , and until that happens, the 8915E wont be available in the program.  Tentatively scheduled for 2/25
