I think ProSeries will only support one 8606 for taxpayer and one 8606 for spouse.  Hopefully they will expand this in the future since we're seeing a lot more inherited IRAs with basis.  You may be able to fill it out manually and attach a PDF to the return to still efile but I haven't tried it.
