A Yote of Steel once said "In 2017 ProSeries, see if clicking “tools” > “license product” helps."

Just tried that and then attempted to update again, 2017 never does restart after installing update. therefore, the update never really gets done.

None of the tips I've received so far have worked. The last one was to refresh the update and then run update but my 2017 proseries doesn't have the "refresh updates" option. 2018 does, but not 2017.

This is going to sound crazy, but have you tried calling support?

Geez. Thanks for the update. Please let us know when and IF you get this resolved. I have several 2017 1120S's to e-file and they are getting later by the minute.

"2017 never does restart"
Did you click the hyperlink in that topic for "2017 and Prior" as pointed out and provided by TaxGuyBill, to expand the instructions for your older product? I'll copy it here, for reference.
ProSeries 2017 and Prior:
Close ProSeries
Navigate to the File Explorer, and open the Local C Drive.
Locate the ProWinXX Folder, and then the Updates Folder. Note: XX refers to the Tax Year affected.
Delete all updates files from this folder, Except the Details.html file
Open ProSeries.
Run Updates, by selecting the Updates Menu, and then Update Installed Products.
Close and re-open ProSeries to ensure you are no longer prompted to install updates.
Important: It is critical that you run the Updater after clearing out the updates folder, in order to replace the files previously removed.

The only UPDATES folder that I have is 'msupdates' and it only has 1 file in it and it's not the one mentioned above. There is an UPDATES folder in the '32bit' folder and it only has 1 file in it and it's not the one mentioned above either. Thanks for the tip at least but it didn't work for me.

Are you SURE there is no "Updates" folder? You may want to check again. Here screenshots of mine:

I think I know why I don't see an "updates" folder. We are on a network. When I go to the network folder it is called "pronet17" instead of "prowin17" and there's an "updates" folder there. Since this folder affects everyone else on our network as well as me, should I still follow the above steps about erasing all the files except....? Thanks.

Probably???
If you want to be on the 'safe' side, move the soon-to-be-deleted files to a temporary folder. Then run the updates to refresh the Update folder. If everything works fine, then delete the temporary folder with the update files.
