What are the steps to import credit card data that was downloaded as csv format to QB Desktop?

Do I need a conversion app to make the csv QBO file or can QB import the data as CSV?  

I keep reading that if I launch QB and go to File - Open and choose the CSV I can save it as a QBO but I cannot locate the option under "File" in QB to open and save as.  Anyone? currently runging QB Pro 2017 and  2019
