If your client is not lawfully present in the U.S. and not a U.S. citizen or U.S. national (i.e. illegal alien) for the entire year, he/she is exempt and F.8965 will not need to be filed effective 2018.  You only need to check the box for "Full-year health care coverage or exempt (see inst.)" on F.1040.
