If they are not processing the Form 4547 that you tried to file, tell the taxpayer to go to Trump Accounts dot gov to open the account.

As a side note, personally, I'm not opening bank accounts for taxpayers.  If the taxpayer wants a Trump Account, they should open their own bank account at Trump Accounts dot gov.  Personally, I'm not taking responsibility for opening a bank account - I prepare tax returns, not open bank accounts.
