Sounds like a local cache or profile glitch after the update. Try clearing temp/app data and restarting the app service from Task Manager. If Tool Hub didn’t fix it, creating a new company file/profile sometimes brings the menu back. Also worth checking graphics drivers — greyed-out UI can come from display conflicts.
