I'm fairly certain it has to be paper filed, no matter how it's prepared.  

I'm trying to dissolve an Arizona corporation where the dysfunctional Department of Revenue is asking for a 2018 quarterly payroll return that was probably a zero-balance quarter and in any case would not have reported more than $20 tax owed.  Taxpayer records weren't kept that long.  The Corporation Commission will dissolve it anyway, administratively, if the annual $45 fee is not paid.  Takes more time, but costs less. Sometimes it's best just to let the bureaucracy collapse of its own weight.
