I've had the same difficulties with Form 1310. When possible, I ask the (expected) administrator to arrange for tax money to be owed rather than a refund claimed, then you don't need the form. I usually instruct the executor or administrator (often the son or daughter) to sign and MAIL the federal and state returns, include the executor paperwork and death crtf. I have stopped trying to efile when a refund is expected. Do their best not to have a refund, unless the death is unexpected.
