Without Form 8962 the return continued to be rejected.

After I searched and opened Form 8962 and then manually saved it as a PDF. I attached it to the return and selected for Type "ACA Explanation". 

You must also add the ACA Explanation form and I just stated that the 8962 is not required. After these 2 steps the return was successfully accepted.
