That link suggests that the problem is caused by also having a Steam game open. Which makes me wonder why @Jim-from-Ohio knows about it.

never hear of steam.. just found that link, trying to help out. before doing any of that I would suggest restarting the computer.. can fix a multitude of problems.

I also found the age old solution. Shut down your computer. Restart your computer. VOILA! She rolls and scrolls!
If cordless - try new batteries.

Yeah, on some forms the scroll wheel works fine, and on other forms it doesn't work 😞
I find that if you close the form with the mouse clicking the little x at the upper right corner, then go back to the form, and BEFORE you click inside that form, the page up/down and scroll wheel work. But some forms if you click in them, the scrolling and page up/down buttons may or may not respond.
