My client lives in long island so his employer doesn't deduct local taxes from his paycheck. This results in him having a balance due every year in his state tax return. Has anyone come across this issue? Should his employer deduct local income tax even though he doesnt live within the 5 boroughs ?

First of all, he lives ON LI not in! π π
If he lives on the island and works in the city, he should not be paying NYC [local] taxes. There is no non-resident tax for NYC wages.
