Actually, that was after Ronald Reagan negotiated the Canada–United States Free Trade Agreement. It was passed by the House of Representatives by a vote of 366 - 40 on August 9, 1988 and by the Senate by a vote of 83–9 on September 19, 1988. President Reagan signed the Act on September 28, 1988.
