On NYS form IT-201 Line 47 is picking the wrong amount from the W-2. Only one W-2 for this return. The NYS income is different from the NYC income. Line 47 is picking up the NYS Income and not the NYC income from the W-2.

Did they move in the middle of the year? If so do a part year nyc allocation

No they were a resident all year, but the w-2 has only a partial amount of the NYS income was from NYC sources.

They may have noticed during the year that NYC wasn't being withheld and changed there status with payroll!
