My prediction: Intuit will not finalize the form until after the IRS finalizes the instructions.
So when the file in this link (currently showing a Feb 2022 revision date at the top):

suddenly looks like the file in this link (currently showing a Jan 2023 revision date at the top):
https://www.irs.gov/pub/irs-dft/i8915f--dft.pdf
then Intuit will start working on it (and probably release it the following Thursday).
UPDATE 3/1/23: The IRS just released a BRAND NEW DRAFT of Form 8915-F yesterday:
