I just tried that and I can't seem to get past the charge.  Before I reinstalled ProSeries Basic to the new hard drive, I could run a review of the state return and the Federal return, then save the returns and then transmit electronically the tax returns.  Everything works until the final step when it asks for authorization and the amount to pay.
