Nobody knows for sure.

The last I heard, the 8915-F was scheduled for March 31st.  However, there have been several forms that have been released well after their original estimated release date.

Using other tax software is probably your best option.  Drake has been e-filing for over 3 weeks, but apparently Intuit can't create the form.
