There is no provision in the CARES Act that covers Conversions.There were some rollover provisions and some RMD provisions and some repayment provisions. You seem to be thinking about the "early" withdrawal due to declared disaster, and in 2020 covid was one of these declared disasters. That doesn't apply in 2021, by the way.
