I am trying to email a password protected PDF of the 2017 returns to the client. Client is not receiving. I tried emailing them to myself and I also did not receive.

Try using a virtual printer like Bullzip instead of the proseries password protected printing option.
Send the file password protected and call the client to give them the password or text it.
